Chapin Proposes Water Impact Fees

The Chapin Town Council is considering introducing an impact fee for new water customers to address the growing demands on the town’s water systems. Both residential and commercial developments that connect to Chapin’s water or wastewater systems would be subject to the proposed fee.

According to the ordinance, the fees would fund the “expansion or improvement of the transmission system and treatment facilities” as the town manages rapid growth and prepares for future development.

Proposed Fee Structure

  • Residential Fee: $7 per gallon, payable in advance.

Chapin currently serves more than 6,000 water customers, most of whom reside outside the town limits. The impact fees aim to provide flexibility for new development and give the town greater control over its water systems.

With an estimated $46 million in water and sewer system improvements needed, these fees are part of Chapin’s strategy to meet rising demand. The town has previously implemented water usage restrictions due to limited capacity, underscoring the importance of these planned upgrades.
