Columbia, SC – The Richland County Administration Building was filled with fellowship and reminiscence on July 25 as staff gathered to celebrate the retirement of Director of Information Technology, Dale Welch. After more than 28 years of dedicated service to the county, Welch’s retirement marks the end of an era.
